Program Descriptions
Home Quest Housing Options: Provides affordable housing to active and honorably discharged veterans in N.J. at market rate prices and offering on/off site services which include case management, employment services, benefits education and claims assistance, counseling and a tenant run advisory board.
Residential Living and Support Services:
Provides supportive living case management services to individuals living in our residential group homes, supervised apartments, and independent living apartment complex for the disabled and veterans.
Career Quest Employment Services:
Work First New Jersey Programs include job search/job readiness programs which assist individuals to secure and maintain employment as well as post employment retention programs which provide strategies for job security and advancement.
The Community Work Experience Program affords participants the opportunity to gain work experience through organized volunteer positions in the community for up to six months.
Our Supported Employment Program includes individual intake/assessment, career exploration/counseling, job-site advocacy and support along with empowerment skills workshops.
Family Respite Program:
Assists families who care for children and adults with developmental disabilities living at home to get occasional breaks from care giving.

History and Milestones
- Community Quest, Inc. was established in 1986 in Southern New Jersey through the vision of a volunteer Board of Directors. The board established the framework to provide people with developmental disabilities with the services and supports needed to live, work and fully participate in the community. Group homes, supervised apartments, supportive living, supported employment and family respite services were developed and implemented with funding from the State of New Jersey.
- In 1998, in responding to the Welfare Reform Act, Community Quest, Inc. expanded its services to assist people progressing from Welfare to Work. The Work First New Jersey Supported Work Program began. To date, we have assisted approximately 500 individuals on their path to self sufficiency.
- In December 2001, our first affordable, barrier free apartment building began accepting tenants. The 10 unit, 12 person apartment building located in Woodbine, Cape May County, provides permanent housing for veterans and other community individuals in need of affordable, accessible housing.
Exciting New Directions

In the fall of 2004, we began the process of converting from a charity model non-profit to a business model with a focus on what we do best, housing and employment. We revised our mission and created our first vision statement.
- October 2006, Community Quest, Inc. introduced an innovative approach to the company. The social enterprise, Med A Quest, LLC was launched. Med A Quest is a medical and mental health staffing company serving the State of New Jersey and is Community Quest’s first for-profit business. The profits generated by Med A Quest support the mission of Community Quest, Inc.
- April 2007, Community Quest Foundation Board was incorporated as a 509 (a) 3 organization. The sole purpose of this board is to raise unrestricted funds for the Community Quest, Inc. reserve account. These funds will be used to grow our corporation and fund future company goals.
- July 2007, Community Quest’s new subsidiary Home Quest, Inc. implemented its five year business plan detailing the development of permanent housing for veterans. The Home Quest Board has committed to building green, energy efficient housing. We are proud to provide veterans with the first permanent affordable housing in New Jersey with our Tucker’s Walk Project.
- September 2010, Home Quest broke ground for the Tucker’s Walk project in Tuckerton, N.J.
- December 2009, Community Quest expanded staffing capability by creating Pivot Staffing, LLC. Pivot Staffing is a professional services staffing company serving the State of New Jersey and is Community Quest’s second for-profit business. The profits generated by Pivot Staffing, LLC support the mission of Community Quest, Inc.
Accomplishments
- In FY 2012 Community Quest, Inc. served approximately 632 people in CARF (Commission for Accreditation of Rehabilitation Facilities) accredited programs. This international accreditation signifies that the company is committed to continually improve the quality of services and programs and to focus on customer satisfaction. Our Community Housing, Community Employment and Supported Living Services have been accredited by CARF since 1996.
- Community Quest, Inc. encourages community involvement through program related advisory councils, boards and a volunteer program. Each of the councils is comprised of representatives of the company, community partners, funding agents and the business community.

Community residential options offering a broad array of services determined by the person’s level of independence, including a barrier free apartment complex.
Vocational Services providing job development, placement, job coaching, career exploration and career-building motivational workshops and programs through the Career Quest Division.
Family support services providing respite for families of individuals with developmental disabilities and specific assistance programs. These services enable families to continue to live together at home.
Home Quest, Inc., a 501 (c) 3 subsidiary of Community Quest provides permanent housing for veterans in the State of N.J. Currently placing active and honorably discharged veterans in our “Veterans Point” Project at The Gates at Somers Point, Somers Point, N.J. offering market rate prices and available on/off site services. Our Tuckers Walk Project in Tuckerton, N.J. is currently under construction and will house 26 units for single veterans upon its completion in 2012.
Med A Quest, LLC and Pivot Staffing, LLC provide temp-to-perm staffing positions throughout the Delaware Valley offering employers low rate/no restriction policies upon permanent placement with world class service. Both staffing companies were developed to generate unrestricted income for Community Quest to grow its programs and services.
Credibility
Our agency currently serves approximately 340 people in CARF (Commission for Accreditation of Rehabilitation Facilities) accredited Community Services for Housing, Respite, and Supported Living. Community Employment Services for Job Development, Job Supports and Job-Site Training. We have maintained the highest level of accreditation for over 15 years.
Customer Satisfaction
Over the years our service recipients have reported an average of 96% satisfaction with services.
Annual staff satisfaction surveys are returned with 94% of staff rating the agency services as good or excellent.
About 80% of the surveys returned by families, vendors and community members rate agency services as good or excellent. Additionally, 91% of those surveyed in the community would recommend the agency to others.
Community Events
We pride ourselves in the many community events in which we are the host or a partner: Boss’ Day with Carrabba’s Italian Grill, Bowl to Make a Difference, FUNday at Playland, Tun Tavern Golf Tournament and Cruising for a Cause.
AFFORDABLE HOUSING FOR VETERANS

Home Quest, Inc., a subsidiary of Community Quest Inc., will be building affordable, permanent housing for veterans and other low income individuals and families.
Home Quest’s five year business plan details the development of 297 units of affordable housing and 10,800 square feet of commercial space. The 297 units of affordable housing include multi-family apartment buildings, mixed use facilities and single family homes. All will be affordable, will utilize Universal Design concepts for accessibility to accommodate individuals with mobility issues and will incorporate green and sustainable technologies to provide a healthy, energy efficient environment. The initial 26 units will be a multi-family apartment building in Ocean County, New Jersey.
Home Quest will be the first to provide permanent affordable housing to veterans in New Jersey. The National Coalition for Homeless Veterans (NCHV) counts sixty-five hundred homeless veterans in New Jersey in need of affordable housing every night (ref: NCHV Homeless Count by State). Currently the state is only meeting two percent of that need with temporary or transitional housing. New Jersey is only surpassed by Hawaii, California and Massachusetts as the least affordable states to rent a two-bedroom apartment.
The design goal of Home Quest’s initial 20,000 square foot single story affordable housing facility is to provide permanent housing for veterans, regardless of disabilities, and to nurture a healthy, supportive environment for the residents, their friends, families and the local community. Sustainable design strategies will be incorporated to reduce life cycle energy costs, create healthier buildings and promote environmental responsibility in the community. Universal Design strategies will serve to accommodate various disabilities now and into the future.
In addition to providing healthy, affordable housing, we will be a liaison to community support services. The menu of services available to the residents may include employment counseling and job placement through our Career Quest and MedAQuest divisions; access to health care; case management and other services as requested by the residents.
